Part (a) is probably the most “dangerous” part of this new amending legislation. 

This because the reality of this part is that it allows the Minister to cancel any and every temporary visa using whatever reason he thinks is appropriate to use. He can do this by adding new conditions that are impossible for the visa holder to overcome. 

Will he do this?  We don’t know.  But, it is a visa cancellation weapon that is thre for him to use.  And with the massive unemployment situation facing the Government because of covid-19, I think the prospect of this being done is probably pretty high.

Part(b) is probably designed to assist the holders of currently valid temporary visas who through no fault of their own, but because of covid-19 find themselves in breach of their visa conditions.  This power allows the Minister to vary or cancel those conditions, if temporary visa holders find themselves in a technical breach.
